About the LTH Recruitment Board's work process

The Recruitment Board prepares matters relating to the appointment of associate senior lecturers, senior lecturers and professors. The Recruitment Board is made up of a chairperson, a deputy chairperson and a further two members. When appointing board members, every effort is made to ensure that the Recruitment Board is gender balanced. Students have the right to representation by two members. The Board has a quorum when the chairperson/deputy chairperson and at least half of the remaining members are present.

For professorial appointments, the Board will submit its proposal to the dean of LTH, who will express an opinion before the matter is decided by the vice-chancellor of Lund University. For appointments as associate senior lecturer or, senior lecturer the Board submits it proposal to the dean of LTH, who will then decide on the matter.

Process description for Recruitment Board cases

 

  • Work on needs analysis describing objectives and responsibilities for both the organisation and the position in question is generally conducted at departmental level.
  • In preparing the needs analysis, a mapping of potential search fields should be conducted, taking account of overall goals and strategies in areas such as gender equality, diversity and labour-market mobility.

  • A thorough needs analysis should form the basis for every requirement profile.
  • The requirement profile forms the basis for the announcement and subsequent selection process. It is also against the requirement profile that any possible appeal will be assessed.
  • The requirement profile template for each type of appointment should be used.
  • The Recruitment Board decides on whether the requirement profile should be adopted.

  • The decision to announce a vacant position is made by the body that has the decision-making authority according to the current Delegation Rules. The decision to announce a vacant professorial position is made by the vice-chancellor after presentations at vice-chancellor meetings.
  • As a general rule, all appointments must be announced. If special reasons exist, the appointment need not be announced.

  • For advertised appointments, the application deadline stated in the announcement applies. This deadline may be extended if special reasons exist; for example, if few or no applications are received.

  • Based on the documented qualifications submitted and any supplementary documentation obtained, applicants shall be assessed based on the requirement profile using various assessment methods.
  • The Recruitment Board decides on which applicants should go forward in the process; for example, by being forwarded for expert assessment or invited to a selection day/interview.

  • Once assessment/selection has been completed, the Recruitment Board will submit a proposal regarding the appointment, accompanied by a justification of their choice(s), to the body that shall either state an opinion or make a decision. This proposal may refer to one or more (and if so, ranked) qualified and suitable candidates.
  • Appointment decisions are made in accordance with the current Delegation Rules. Professorial appointments cannot be delegated but remain within the remit of the university’s vice-chancellor, after presentations at a vice-chancellor meeting.

  • Appointment decisions can be appealed by the unsuccessful applicants. Appeals are submitted to the Higher Education Appeals Board. Decisions by the Higher Education Appeals Board cannot be appealed to a higher instance.
  • Any appeal must reach the university within three weeks of the date that the individual received notification of the decision.

  • If no appeals are received within three weeks of the decision being notified, the decision enters into force.
  • If the Higher Education Appeals Board rejects an appeal, the university’s decision enters into force when the Board reaches its decision.
